Nontechnical barriers like permitting and land access can significantly impact geothermal deployment.
To help understand the state-level regulatory landscape for geothermal across the United States, the Geothermal Technologies Office (GTO) supported the National Renewable Energy Laboratory to do a comprehensive review and analysis of existing geothermal regulations for all 50 states to share considerations for those interested in setting or revising their regulations.
The resulting report includes examples for five topic areas geothermal resource definitions plus four regulatory processes: leasing, exploration approval, drilling/wellfield development approval, and underground injection control.
